The research aims to identify the obstacles to the implementation of the Physical Education Program for the Deaf in the primary stage. The researcher used the descriptive approach to suit the nature of the research. The most important recommendations were the need to pay attention to the field of people with special needs and to study their problems in a scientific manner, representing a large percentage of society. The need to introduce programs for the deaf. Preparing the teachers of physical education before directing them to work in the special education schools.
